- Online panel owners and sample exchanges. Cint, Dynata, PureSpectrum, Toluna and Prodege's Pollfish. Widest coverage and self-serve pricing, but blended supply is hard to audit.

- Online panel sample, from exchanges and panel owners. Priced per complete; halving incidence roughly doubles the price.
- Telephone interviewing, from CATI field houses. Priced per interviewer hour, and response rates on typical telephone opinion polls fell to 6% by 2018.
- Face-to-face and central location, from field networks. Priced in interviewer days, facility hire and travel.
- Mobile and messaging, from app-based and AI-native providers. The interview reaches a handset rather than an inbox.
- Passive and behavioral collection, from panel owners with metered or receipt-based products, recording what people did rather than what they say.
AI-assisted calling removes the seat ceiling, not the compliance work. The Telephone Consumer Protection Act bars non-emergency autodialed or artificial-voice calls to a cell number without prior express consent, and the FCC's Report and Order of 15 February 2024 strengthened the right to revoke that consent. How Do You Verify a Provider's Reach Claim Before You Buy?
Reach numbers are marketing figures, not audited ones. Four checks separate capability from resale. A longer list sits in the vendor questions to ask about respondent reach.
- Send the standard question set. ESOMAR's 37 Questions to Help Buyers of Online Samples, published in March 2021 as the successor to the 2012 edition the industry still calls the ESOMAR 28, exists for this. Read the sourcing and deduplication answers.
- Ask who actually holds the respondent. The Insights Association's Code of Standards and Ethics, updated September 2025, requires members to identify subcontractors on request, state where the data came from, and disclose any AI that may risk research quality.
- Test the quota, not the panel. Ask for a feasibility read on your real screener, with the incidence the supplier expects and the field time that implies.
- Read the fraud controls. Pew Research Center's study of 27 August 2026 flagged 18% of an 11,114-case online opt-in sample as bogus using trap questions, and found that purging them lowers error on most metrics while a surefire solution remains elusive. Uncontrolled recruitment is worse: after a health study's survey link was posted to social media, Gordon and colleagues classified 1,475 of the 1,774 responses that arrived, 83.1%, as suspected fraud in Health Expectations in 2024.
Two numbers get misread. The mandatory American Community Survey reported 82.9% for housing units in 2024 against 6% on a typical telephone opinion poll, so a low response rate is a mode artifact, not a supplier defect. And a global reach claim means online reach unless stated otherwise: the ITU put 2.2 billion people offline in 2025, which is why reaching respondents without smartphones is still a live problem.

When Is a Full-Service Agency or Your Own Customer List the Better Option?
Buying fieldwork alone assumes the study is designed. When it is not, a full-service agency is cheaper even though the invoice is larger: Ipsos, Kantar, Savanta and US firms such as Drive Research sell design, fielding and analysis as one engagement. A collection supplier fields a bad instrument faithfully, on time.
Your own customer list beats both when the population you need is your customers: no incidence cost, no fraud exposure, no frame argument, though it cannot answer a sizing question.
Three limits apply to the vendor model.
- You cannot audit a panel from outside. Nothing in the industry independently certifies panel size, uniqueness or freshness.
- Low-incidence B2B breaks the economics. A 3% incidence audience turns a cost-per-complete quote into a cost-per-hour project.
- No supplier can guarantee representativeness. Quota cells and weighting targets are not population inference, and on a non-probability panel there is no clean answer.
