Quick Answer: Research platforms reach respondents without smartphones by phone: IVR, live CATI interviews and AI voice calls, plus SMS, mail and in-person recruitment. A browser link cannot reach them at all. About one mobile handset in nine worldwide is not a smartphone, and 2.2 billion people are offline, so the choice of mode decides who ends up in the sample.
A research team in Uganda sent an interactive voice response survey to 23,288 randomly dialed mobile numbers and got a 1.9 percent response rate. When a human interviewer called the non-responders first, the same IVR survey sent afterward completed at 44.9 percent. The study, published in PMC, recorded three reasons people hung up: busy, did not understand the IVR instructions, did not trust the caller.
None of the three concerns owning a smartphone. All three decide whether a phone study produces a sample or a list of unanswered calls.
The mode is the first sampling decision in the study, made before a single question is written. A platform that reaches people only through a browser link has already excluded everyone without a smartphone, everyone without data, and many who have both but will not open a link from a number they do not know.
Who Is Left Out When Research Runs on a Browser Link?
Roughly one in nine mobile handsets worldwide is not a smartphone, 2.2 billion people are offline, and 7 percent of US adults own a cellphone but not a smartphone. A browser-link study reaches none of them, and in most emerging markets it under-reaches rural, older and lower-income owners who rarely use data.
DataReportal's April 2026 overview counts 7.64 billion smartphones in use, about 89 percent of all mobile phones, which leaves close to a billion feature phones and basic handsets in active use. It also puts 2.17 billion people outside the internet entirely, most of them in Southern Asia and Africa.
ITU's Facts and Figures 2025 lands at 2.2 billion offline and adds the part that matters for fieldwork. Mobile broadband coverage is close to universal, but affordability and quality gaps persist, so coverage maps overstate who can complete a survey on a phone screen. Coverage is not completion.
The United States is not exempt. Pew Research Center's 2025 mobile fact sheet, from 5,022 adults surveyed by web, mail and phone, finds 98 percent own a cellphone and 91 percent a smartphone; the gap is the population a link cannot reach.
The exclusion runs the other way too. The American Association for Public Opinion Research's RDD guidance notes that adults aged 18 to 34, renters and Hispanic respondents can no longer be reached through a landline frame at all. Reach is a property of the mode, and every mode leaves someone out.

Which Modes Reach a Respondent Who Has No Smartphone?
Five modes reach a respondent with no smartphone: IVR keypad surveys, live telephone interviewing (CATI), AI-moderated voice calls, SMS, and interviewer-administered fieldwork with an offline app or paper. Mail and address-based recruitment add a sixth route for people with no phone at all. Each trades depth against reach differently.
Phone-Based Modes: IVR, CATI and AI Voice
IVR keypad surveys: An automated call plays recorded questions; the respondent presses keys or leaves a short recording. Strengths: any handset, tens of thousands of calls, lowest cost per attempt. Limitations: cannot probe, and the Uganda study shows raw response in low single digits when the caller is unknown. Best for: short tracking pulses and screening at scale.
Live telephone interviewing (CATI): A human interviewer calls and reads a scripted instrument. Strengths: the highest cooperation once a call connects; the Uganda CATI arm completed at 11.8 percent against IVR's 1.9. Limitations: interviewer cost per completed interview, calling-hour limits, slow scale-up in new languages. Best for: complex instruments and populations that mistrust automated callers.
AI-moderated voice calls: An outbound call in which a conversational AI asks, listens and probes on the answer. Strengths: any voice-capable phone, many languages at once, consent captured on the first turn as a recorded, searchable call. Limitations: needs telephony and speech recognition tuned per language, and it sits under the same calling rules as CATI. Best for: qualitative depth at scale on populations a link cannot reach.

Text, Field and Mail Modes
SMS: Text surveys on any handset. Strengths: no app, no data plan, asynchronous. Limitations: character limits, shallow branching. Best for: recontact, screening, single-question pulses.
Interviewer-administered fieldwork: A field interviewer visits with an offline tablet app or paper. Strengths: reaches people with no phone at all, including the rural and low-income households every remote mode misses. Limitations: slowest and costliest per interview. Best for: census-grade coverage.
Mail and address-based recruitment: Households sampled from an address frame and invited by post. Strengths: covers people with no phone. Limitations: slow, and the interview still needs a mode the respondent can use.
Match the mode to the population, not to the platform you already have. Urban 25 to 40 year olds in the United States can be reached on a link; rural households in Uttar Pradesh, Nairobi or the Philippines cannot, and neither can US adults over 70.
How Do RDD Telephone Panels Recruit Respondents in 2026?
Random-digit-dial panels draw numbers from a landline and cell frame, call them, and keep cooperating households on a panel for repeat studies by phone or web. The best supplement the phone frame with address-based sampling and in-person recruitment so non-internet households are represented rather than assumed.
AAPOR's RDD guidance describes the dual-frame design that became necessary once cell-only households passed a quarter of the US population: landline and cell samples combined and weighted, because neither frame alone covers the public.
The AmeriSpeak panel run by NORC at the University of Chicago, documented on its own site, shows what the recruitment layer looks like when it is built for coverage rather than convenience. Households are sampled from an address frame, then contacted by mail, telephone and field interviewers in person.
NORC's in-person listing raises coverage from 92 percent under address-based sampling alone to 97 percent, and the panel documents that field recruitment improves representation of young adults, lower-income and non-internet households. Panelists complete web or phone studies two to three times a month, so a household with no internet is a phone panelist, not a gap.
That is the standard for any platform that claims reach: not whether it can send a link, but what its recruitment does for the households a link would skip.
What Does the Shift From Landline to Cell Change?
Dropping landlines from a US telephone study moves estimates by less than one percentage point on average. It raises cost per interview by 30 to 50 percent and thins coverage of the oldest respondents. That is the finding of Pew Research Center's landline study, which compared more than 250 survey questions with and without the landline sample.
Two details still govern mode decisions. Cell samples were more representative than landline samples, so dropping landlines reduced weighting and improved precision. And landline interviewing stayed useful for older Americans and low-turnout voters: a mode's value depends on who the study is about.
Pew's cell share rose from 25 percent of interviews in 2007 to 75 percent in 2016, and by 2025 its tech-adoption surveys ran web, mail and phone, with phone keeping hard-to-reach adults in the frame.
Which Platforms Actually Support IVR, Landline and Offline Modes?
Most named platforms support one or two of these modes; the ones that reach basic phones are usually IVR specialists or probability panels, not general survey software. Approaches first, then named providers on the same terms, because the category matters more than the logo. Rows are alphabetical.

Reading the Table Honestly
Three things to read off that table.

What Do Offline and Interviewer-Administered Modes Cost in Time?
Interviewer-administered and voice modes cost more per completed interview than a web link and take longer to field, but a good protocol closes much of the gap. A 2023 experiment in a US household panel, published in early 2026, cut the field period from 28 weeks to 20 with a web-first, phone-follow-up design. It found higher response rates, lower interviewer effort and cost savings, with no change in sample composition or quality.
The cost difference is mostly time. The PLOS One comparison of interview modes, 154 interviews across seven randomly assigned conditions, found little evidence that the data differed by mode, but substantially lower eligibility and completion rates and higher time and money costs for audio and video. The interview is not worse on the phone. It is harder to schedule and harder to finish.
Automation changes the arithmetic on the voice side. Where a CATI study is paced by interviewer hours, an AI-moderated phone study is paced by telephony capacity and calling windows.

When Is Excluding Non-Smartphone Respondents Acceptable?
Excluding people without smartphones is acceptable in three cases. The population is defined by smartphone use, the product under test only exists on a smartphone, or the frame is a client's own app users. It is not acceptable when the study claims to describe a general population, a rural or older segment, or any market where smartphone penetration is well below saturation.
Three tests decide it.
- Would the excluded group answer differently? Uganda says yes on trust and comprehension. Pew's landline evidence says the effect on most US attitude questions is small.
- Does the study need them to be actionable? An app usability test does not. A packaged-food pricing study does.
- Is the exclusion stated in the report rather than buried in the method note? This one applies even on a single-mode budget.
The Two Limits Every Automated Mode Carries
Two limits apply to every automated mode, and they should be stated plainly. A keypad IVR survey cannot probe a contradiction between what a respondent says and what they do; a live or AI-moderated voice interview can, and how much latitude a given system has to leave the guide varies by tool.
No phone mode of any kind has been validated as a way to detect distress on a call, so none should be relied on to notice it; the discussion guide has to be built to avoid causing it. That is a design job, not a detection job.
